From 14 to 16 of November General Assembly of International Helsinki Federation on Human Rights, which gathers members – participants of the federation from 53 countries of OSCE region and those cooperating with federation of international organizations with attendance of many UN offices, European Union, OSCE delegations, BDIHR of OSCE and OSCE Secretariat was held in Vena.

Director of BDIHR OSCE – embassador Chrisitan Shtrougal and other ambassadors have participated on the General Assembly of International Helsinki Federation as well.

General Assembly has discussed the questions concerning the human rights situation in Central Asia, Chechnya, and also problems of Anti-terrorism and human rights, Tortures and Discrimination.

On the situation in Central Asia following people have presented their reports – chief advisor on Central Asia of OSCE Secretariat – Sabina Mahl, Chairman of Norway Helsinki group Viorn Engesland, from Turkmenistan – Farid Tuhbatulin and Chairman of Kyrgyz Committee for Human Rights – Ramazan Dyryldaev.

Dyryldaev in his speech has talked about the human rights situation in Kyrgyz Republic and other Republics of Central Asia, has shown the participants of General Assembly the secret order of Ministry of Justice dated from April 10, 2003, #91a, which demands revelation of confidential foreign donors of independent NGOs, non-profit organizations, Mass Media and religious organizations, activities of which threaten state and national security.

This way the government of Kyrgyz Republic is fighting with independent NGOs, Mass Media and religious activists.  KCHR itself have become the victim of this order, and in fact this kind of situation is happening with KCHR for the second time already.  For the first time it was happening in 1999, when instead of real KCHR, which was criticizing the government, there was a registration of fake KCHR, people who were registered for fake KCHR didn’t have any relation to real KCHR, the registered people were those who were “convenient” for government to have.

Dyryldaev have talked about the structure of NGOs in Kyrgyz Republic, and on how the President’s Administration has created thousands of pro-governmental NGOs in response to ten independent NGOs.  Pro-governmental NGOs are taken to different kids of international conferences, where they are forced to talk about “perfect democracy which is being built by Akaev”.  President Akaev is lying to international community by taking different actions such as – Kyrgyzstan is the country of human rights, with democratic code, which was acknowledged by “Kyrgyz ruhnama”, which is very close to moral code of builders of communism during Soviet times.  And the last action taken by the President – is faithful governance, which he proclaimed as his idea, but this was an idea of English Prime-Minister Tony Blair on global summit in Johannesburg.  By this last action Akaev have pointed out the fight with corruption, but if to think logically it comes out that the most corrupted person in the country is Akaev himself and his family as well.  Will he fight with himself, is he ready to give up himself to law enforcing bodies and give up his children and his son in law, of course not!  There is no even such mechanism.  Today law enforcing bodies work only for Akaev, as it was during Stalin’s regime.

Akaev, instead of himself, through his own Mass Media have proclaimed Dyryldaev to be the most corrupted person of Kyrgyzstan.

Dyryldaev have also said that if before the critic of international community in some way was influencing Akaev, but after September 11, 2001, which played into the hands of totalitarian regimes, he is not accepting any critic.  By proclaiming the fight against terrorism they are destroying democracy.  That is why the critic addressed to Akaev and other leaders is not helping.  Due to this situation Dyryldaev was calling the members of International Helsinki Federation to influence their governments so they will stop helping corrupted and totalitarian regimes.

Dyryldaev have also called international community to cooperate in punishment of causers of Aksy tragedy.

Akaev’s regime has been criticized by many other members of Helsinki federation and UN experts, for an attempt to consider independent NGOs, opposition and religious activists as extremists and terrorists.

Several participants have proposed the idea to create National Tribunal on the situation in Chechnya and Aksy tragedy; the Tribunal could’ve organized hearings abroad with those who could then pass the materials to International Criminal Court.

As the result of meeting General Assembly has adopted affirmation, in which the critic of totalitarian regime in the regions of OSCE is mentioned.  All 53 members of International Helsinki Federation and cooperating organizations have declared that they are not accepting fake KCHR which was registered by the Ministry of Justice of Kyrgyz Republic.

International Helsinki Federation has declared that it accepts KCHR the Chairman of which is Dyryldaev R.

International Helsinki Federation is holding a conference on 1-2 of December in Maastricht (Holland) where at the same time the meeting of Ministers of Foreign Affairs of OSCE member countries will take place; all Ministers of Ministry of Foreign Affairs of OSCE participating countries are also invited.
