Kyrgyzstan: Ukraine-2004 or Tajikistan 1992? Mass media in Kyrgyzstan and abroad lately are full of discussions concerning the development of "velvet" or "orange" revolution in Kyrgyzstan. President himself has played a big role in the discussion, who not long ago stated that "some forces" are attempting to conduct revolutionary scenario and warned about the possible attempt to destabilize the situation in Kyrgyzstan by accusing the U.S. and Europe. However, on Wednesday the press secretary of the head of state informed the journalists that there are no preconditions in the country for opposition to conduct a revolution. Press secretary of the president of Kyrgyzstan, explaining his thesis about absence of preconditions in the republic for "velvet revolution", added an ominous phrase, "Those, who are trying to make Kyrgyzstan a Ukraine of 2004, actually are trying to make Tajikistan of year 1992" (in year 1992, according to one of the leaders of opposition, who is a refugee, Shodmon Uisufi, the army of Russia oppressed the demonstrates, where about 300 thousand people died and which is as a result mistakenly called a civil war. According to Uisufi, the present administration of Tajikistan Rahmonov is in charge of this. Therefore, it is possible to understand the words of the press secretary of president Akayev, those who wish to implement "Ukrainian" scenario should get ready to similar situation in Tajikistan in year 1992. No matter what is said about the insignificance of preconditions for opposition to carry out "velvet" revolution, the government is seriously getting ready for such situation, according to the information flow in the republic. As a journalist of the "German channel" Oroz Saryev writes, source of force institutions in the republic, branches of army and other force bodies that are conducting these days trainings on establishing actions in case of public disorder conditions and introducing the emergency condition, will be in the regime of high preparedness until the end of elections. Number of branches already is dislocated to the regions, where meetings are more probable to take place. These "possible" regions were determined from the experience of events during past years. According to the statement of the source, in the border regions with Uzbekistan and Tajikistan the armed forces and army patrols work in strengthened regime. In Jalalabad, Osh and Batken the armed forces are given instruction to pay more attention not only to oppositional activists, but also to religious extremists. Additionally, specialists of law enforcement bodies from several countries of the Shanghai organization on cooperation are in Kyrgyzstan. These counties, in case of necessity, are ready to provide the administration with people and special technology. Oroz Saryev, a correspondent informed this referring to the information source in armed forces of Kyrgystan. However, preparation of the government to an "impossible" scenario of parliamentary elections is limited not only by pulling the forces and army branches to the possible disorder places. - to exhaust by court process and for this purpose to organize broad
numbers of court processes (similar case happened during the parliamentary
and presidential elections in 2000). In Pervomaiskiy district court
of Bishkek, court processes on three opposition leaders: co chair
of the "Atajurt" movement Roza Otunbaeva, deputy chair of
the "National movement of Kyrgyzstan" Ishengul Boljurova,
and leader of the "Erkin Kyrgyzstan" party Topchubek Turganaliev
are taking place since Monday. They are accused of organizing unsanctioned
opposition meetings, disobedience to authorities and violation of
public transportation rules. On Wednesday, the Pervomaiskiy court
convicted the former minister of education and culture Ishengul Boljurova
to a maximum charge on violation of Administrative code to responsibility
of paying 10 minimal salaries. Court on Boljurova did not yet finish
and on Wednesday a process on former minister of foreign affairs of
