The Kyrgyz Committee for Human Rights (KCHR) together with RC "Batiya" and Uyghur American Association

In our opinion in Kyrgyzstan exists the number of convicted to death penalty. It basically concerns to persons of Uigur nationality who are false accused in fulfilment of grave crimes and are condemned to Death Penalty. These people are accused under pressure of a neighbouring country China to show

Uigurs as terrorists and in this unfortunately helped former Kyrgyz government. KCHR with the help of qualified lawyers has studied this situation and tries to achieve a cancellation of death sentences. The Uigur by nationality Mahmutjan Ruzimetov, one of accused in murder of deputy Erkinbaev, the First instance, Sverdlovsk regional court of Bishkek, on July, 14, 2006 has sentenced to a death penalty. City court in relation of M.Ruzimetov has taken off the accusation under article 204 "Weapons smuggling" of Criminal code of Kyrgyzstan as unproved decision of a regional court and has has changed it, having replaced a death penalty for 17 years of imprisonment. It has been achieved thanking to energies of lawyers of KCHR and the competent lawyers. But KCHR considers that replacement of Death Penalty to 17 years of imprisonments is also illegal . That is why KCHR is going to achieve the full justification. This is a proof of that how under the false pretext of struggle against terrorism are accused not only separate persons, but the nationalities, to conduct a politics of authoritative regime.

At present time KCHR and RC "Batiya" together with the lawyer and the legal adviser studies another four cases of condemned Uigurs, who are condemned to Death Penalty and also searches for ways of appealing, as in opinion of KCHR and RC "Batiya" and some other international NGO's these people are condemned illegally to Death Penalty. For now the data of these persons is non-disclosure, so that there were no obstacles to achieve validity.

Expenses for one such case manages up to $100 thousand dollars.

KCHR together with International Helsinki Federation for Human Rights (IHF) in May, 14 of 2006-year carried out conference on a cancellation of Death Penalty in Kyrgyzstan, where the question on Uigurs who on false accusations were illegally condemned to Death Penalty was especially marked. On given conference with special reports have acted chairman of KCHR Ramazan Dyryldaev and director of NGO "Democracy" Uigur Tursun Islam . At this conference were declared the facts of illegal verdicts concerning Uigurs.

Under the initiative of chairman of KCHR Ramazan Dyryldaev, chairman of Commission of Human Rights Tursunbek Akun, the expert of the Commission of Human Rights, vice-president of Uigur Association of USA Omer Kanat and director of human rights organization "Democracy" Tursun Islam have visited Ubli Kasym (known as well as Kassarji) the Uigur by nationality, in a colony â„– 47 of Head Managment of Execution of Punishment under the Ministry of Justice KR under the requests and complaints of his relatives. During visiting was confirmed by employees of a colony and Ubli Kasym himself that he is dying owing to a cancer of blood, which started at him during a presence in this colony. Tursunbek Akun has assured Committee that he will submit the petition about pardon of Ubli Kasym.

From October 9 to October 20 chairman of KCHR Ramazan Dyrldaev and director of NGO "Democracy" Tursun Islam have visited survey conference of OSCE on human measurement where have acted with reports about persecution of Uigur minority, about false accusations in terrorism of Uigurs by the Chinese national Republic and things that Central Asina authorities are compelled to do under pressure of China. Except for there has been distributed the report brochure of KCHR on immigration of the Kyrgyz population among which are the number of Uigurs.

At the present time KCHR together with Uyghur American Association (UAA) studies cases of another 4 Uigurs condemned illegally in Kyrgyzstan to achieve an appeal.
