The Kyrgyz Committee for Human Rights (KCHR) in current several years investigates violence over children, and every year notices that annually in Kyrgyzstan a lot of children are exposed to violence, children are compelled to work on heavy jobs. However the government don’t make sufficient measures for reduction of violence and thus annually the violence grows. Children become victims of murder, often are exposed to sexual violence to what testifies sets of the facts;
On March 12th at about 20:00 o’clock the house along the street Tsiolkovsky in the town of Tokmok, with many wounds on various parts of a body, were found corpses of Timur kyzy А. (1995 year of birth) And juvenile Saparbek kyzy C. (1999). In micro-district Alamedin-1 in Bishkek unknown person made a really severe crime - rape of the 11 years old girl. In the capital of Kyrgyzstan a person is detained, who tried to rape the 13 years old schoolgirl. The press-service of Ministry of Internal Affairs of KR informs on it...

As the press-service of the Ministry of Internal Affairs of Kyrgyzstan informs, on September 6th Shopokov town’s citizen addressed in Sokuluk militia that on September 5th her 13 years old son left the house and did not return. After receipt of the statement for the missing person employees of Sokuluk militia started to spend operatively-search actions.

On September 14th approximately at 15.00 o'clock in thickets of a field from the southern side of East street in the town of Shopokov the corpse of the 7th grade13 years old pupil was found with violent death signs. There were suffocation traces on a neck. Upon murder fact by investigatory department of Sokuluk militia criminal case is raised, and an investigation began. On March 21st, 2008 in Besh-Kungej village of Alamedin area two fight dogs attacked 9 years old Zhumanazar Ahmatov. The boy died from the received wounds in resuscitation, without returning to consciousness. Dogs belonged to T.Kamchibekov - the neighbor of Ahmadov. Student A.Bajduletov was tenant of T.Kamchibekov. Concerning both criminal case was raised. During litigation defendants did not recognize the fault completely. Nevertheless, on the basis of indications of witnesses and experts which have found out that a wool on clothes of the lost boy and traces of stings belong to T.Kamchibekov's dogs, the court has taken out a verdict of guilty. According to a judgment, Azamat Bajduletov is deprived of freedom for 3 years with term serving in a colony-settlement. Tolobek Kamchibekov is sentenced to the maximum penalty - 100 thousand soms.

In Kadamzhai the watchman of a kindergarten is suspected in attempt of raping two 9 years old girls

In village Pul’gon in Kadamzhai area of Batken oblast the watchman of a kindergarten "Sun" on a workplace at 19 o'clock applied violent acts of sexual character concerning 9 years old girls, the press-service of the Ministry of Internal Affairs of Kyrgyzstan informs.

The 42 years old inhabitant of Bishkek has enticed the schoolgirl to his home where he tried to outrage upon her. He was detained with no delay. Investigation is conducted As have informed a resource "Report" in the Municipal Department of Internal Affairs Bishkek, presumably the criminal on December 5th during lunch time has tracked down the 5th grade schoolgirl of the high school №1, coming back home after study. Having learnt where she lives, the criminal has fraudulently got into the house, has made rape and has stolen things. This year Ministry of Internal Affairs of KR raised 24 cases for rape of juveniles.

The Inhabitant of Zhajyl area of Chuj oblast 49 years old А.L. declared that at 13 o'clock on September 22nd on field the unknown person of the Asian type, about 40-45 years old, having applied force, has raped her daughter – 12 years old K.S. upon what the investigatory department of Zhajyl militia makes an investigation. Statistical data of crimes of the sexual character made in Kyrgyzstan against minors became known. For 8 months in 2008 the Ministry of Internal Affairs of Kyrgyzstan excited 24 criminal cases under article 129 of a part 2 point 6 «Rape of the adolescent» of the Criminal code of Kyrgyzstan. For all last year under this article there were 20 criminal cases in total raised.

At the same time for 2007 militiamen raised 10 criminal cases under article 132 «the Sexual intercourse and other actions of sexual character with the person who has not reached 16 years old age» of the Criminal Code of КR, and this year - only 1. Also during the current year 3 cases for dissolute actions concerning adolescents (for 2007 - 4), and 3 - for involving adolescents in antisocial acts, i.e. drunkenness, begging, prostitution, the use of drugs etc. (for 2007 - 6 affairs) are raised. In Bishkek on suspicion in fulfillment of rape, concerning an adolescent, the inhabitant of micro-district Dzhal is detained. As the press-service of Ministry of Internal Affairs KR informed that on August 14th, 2008 during operatively-search actions by employees of Sverdlovsk militia was detained 22 years old K.Imankulov living in micro-district "Vostok-5", who applied force and raped 16 years old girl N.K. About the beginning of summer 2008. In the city of Cholpon-Ata 14 years old Alena Zolotuhina's body was found in the morning of June 29th near the resort house "Ala-Too". The head of the girl was smashed. Obvious tools of murder are - two stained with blood stones - rolled nearby. Personal things of a victim - including a cellular telephone lay there too.

In Kyrgyzstan a lot of children die because of the car accidents, the road discipline from the side of the drivers is very bad; many drivers do not follow traffic rules, especially drivers of expensive motor vehicles and officials of a various rank leaning on impunity or simply pay off.

In Nooken area of Dzhalal-Abad oblast a family got into a car accident. The press-service of the Ministry of Internal Affairs of Kyrgyzstan informs on it. On October 31st at 20 o'clock on 531 km of a highway Bishkek-Osh in the village Masy the driver of a motor vehicle "Volkswagen-Golf", the 33 years old inhabitant of the village Sakaldy of Nooken area M.Begzhigitov made overturning. As a result the driver and passengers: G.Abdullaeva - 27 years old wife, the 5 years old daughter M.Begzhigitova, 3 years old son U.Begzhigitov - are delivered in regional clinical hospital. Daughter Z.Begzhigitova (2001 - year of birth) died on the spot.
In Toktogul in a road accident the one year old girl died frm a car accident.

The press-service of the Ministry of Internal Affairs of Kyrgyzstan informs on it. On October 4th at 18 o'clock on 278 km of a highway Bishkek-Osh in the village Janyjol the driver of a motor vehicle Audi-100 from Sokuluk C.Chojubekov made collision with a motor vehicle Volkswagen Golf-3 which was under the control of 25 years old K.Myrzakulov. As a result both drivers and two passengers were delivered to the central regional hospital. Ruslan kyzy А (2007) - the daughter of one of victims - the 34 years old inhabitant of Karabalta E.Zhusupova died on the spot. Investigation is being made.

On September 30th at ten o'clock in the village Safarovka the 49 years old inhabitant of village Jalgyzjangak A.Omurbekov on a motor vehicle "Mazda" made collision with "Nissan" which was controlled by 37 years old T.Torobekov from Zhalalabad. As a result passengers of a motor vehicle Nissan: the inhabitant of village Taranbazar A.Torobekov (1952 year of birth) and D.Orunbekov (2007 year of birth) - died on the spot. Passengers: 13 years old G.Orunbekova, 11 years old T.Orunbekov, 7 years old Z.Orunbekova, Omurbekov and 49 years old S.Sulajmanov, 24 years old R.Sulajmanov and 26 years old G.Atakulova - are taken to the hospital of village October. Circumstances of incident are found out. Investigation is being made.

In Kyrgyzstan on a highway Kant – Miljanfan as a result of road accident was lost a family, including children of two and four years old ages, informs Central administrative board of safety of traffic of KR. Under its data, yesterday, on October 1st at 14.00 on 7th kilometer of a highway Kant - Miljanfan in Ysyk-Ata area the driver of a motor vehicle «Volkswagen Passat» S.Mussa, 1979 year of birth, struck a bridge rack. As a result of road accident its passengers – two years and four years old kids died on the way to hospital. Their mother, also 1979 year of birth, died in Kant city hospital.

In Suzak area of Dzhalal-Abad oblast of Kyrgyzstan in road and transport incident the child died. The press-service of the Ministry of Internal Affairs of Kyrgyzstan informs on it. On September, 29th at 12 o'clock on 15 km of highway Suzak-Kadu the driver of a motor vehicle "Nissan-Pathfinder" 40 years old K.Narmatov drove right into Rustam uulu М (2001 year of birth), living in village Kyzylsengir.

Investigation is being made. As a result of his failure his 2 years old daughter S.Turatbek kyzy died in the central regional hospital. The wife of driver B.Eshaliev and the 19 years old daughter with various traumas are delivered to territorial hospital. Circumstances of incident are found out, investigation is going on.

As the press-service of Ministry of Internal Affairs KR informed yesterday, on August 29th 45 years old B.G.М. declared that on August 24th at 23.00 in pavilion in Kant the guy by name Bacha, having applied force, has raped his 15 years old daughter of I.K.A.

On "fresh tracks" employees of Issyk-Ata militia detained 18 years old B.Amanov living in Kant. There is an investigation begun.

Yesterday, on August, 12th approximately at 18:30 Kamilov A.A. 1986 year of birth, on a motor vehicle "Daewoo-Tico" passing on S.Ajni street of Osh brought down 3rd grade pupil Mamirov С and his brother Mamyrov C., 2002 year of birth and F. In the city of Osh on August 2nd at 11 o'clock at a mosque "Ak-Tilek" as a result car accident the 12 years old boy was lost. As the press-service of the Ministry of Internal Affairs informs, the driver of a motor vehicle Audi-100 18 years old T.Shermatov struck the 12 years old bicyclist Abdimitalip uulu I., and 5 years old Almazbek uulu М., then he struck a tree. As a result, Abdimitalip uulu I. died on the spot, Almazbek uulu M. is hospitalized in the Central city hospital of Osh. Investigation is being made.

In the village Sokuluk of Chuj oblast of Kyrgyzstan at ignition of two motor vehicles was lost the 3-month's old child. The tragedy has occurred at about 23.30 on crossing of streets Frunze and Krasnodar. News agencies «24.kg» was informed on it by a call from centre of Fire service of КR. In road and transport incident “ZIL” and "Audi-80" met, as a result of the car have lighted up. At collision the 3-month's old child who was in a foreign car died. The driver of an automobile car of "Audi-80" Bolot Asanov and his wife Nargiza are hospitalized in regional hospital. Now they are in resuscitation branch. Doctors estimate their condition as heavy - at both there is a thermal burn of 4th degree. Circumstances of tragedy are found out.

In Bishkek, on July 15th 2008, approximately at 21.30, moving on street Abaja, struck the 5 years old girl and has disappeared from a scene. About it on July 22nd  2008, the press-service of Ministry of Internal Affairs of KR informed. As the militia informed, as a result of accident 5 years old Nurlan kyzy J. was hospitalized in children's clinical hospital № 3. During carrying out operatively-search actions by employees of the Municipal Department of Internal Affairs of Bishkek the driver of a motor vehicle Audi-100 22-year-old Bishkek inhabitamt M. Z. was detained.

In Kyrgyzstan 25 percent of homeless children run from the house because of poverty and hunger. According to interrogation, 17 percent have left the house as their parents are alcoholics or addicts, 13 percent have not sustained a beating, 15 percent – the bad reference of adults, and 12 percent wish to be independent. «Among other reasons of leaving on street were called: the death or absence of parents, transfer of children to the rehabilitation centre by relatives». The majority of surveyed homeless children live in streets (41 percent), every third earlier house veins. «About 9 percent of children of advanced age rented apartment. So, as they said, they collectively solve housing problems. Other habitats of street children are cellars, cafe, entrances, the garages, empty houses, the hatches, some live at relatives and at good people’s houses», - is told in the message. According to research, children from poor families live in the street longer, than children from more provided families. “So, children from poor families which live in the street more than 3 years, make 31 percent and children of averages on prosperity of families – 8 percent. Thus boys are inclined to live in the street longer than girls. Among living in the street constantly prevails children of 7-10 years, about 40 percent of children of this age said that live in the street all their life. Among those who live in the street less than a month, children 11, 13, 14, 16 years prevail,” - is told in the report. On a question on, whether children are satisfied by the position, 78 percent have answered that they do not like to be homeless children. Thus every fifth child admits that he/she likes to live in the street.

Among the most widespread reasons of the dissatisfaction with a life street children name: «it is heavy to live in the street» (25 percent), «simply are not pleasant» (17 percent), «would be money, would not be in the street» (10 percent), «it is a shame, its humiliating» (8 percent), “its cold” (7 percent), «I am defenseless» (4 percent), «do not want people to name me as the homeless child» (3 percent), «I am hungry» (2 percent). Annually Kyrgyzstan admits 1,5 thousand children as invalids. It is told about it in the collection “Position of children in Kyrgyzstan 2007” referring to the director of Institute of regional researches Atyrkul Alisheva. Under her data, the statistics shows steady growth of their number that is connected with poor health of mothers, various diseases in pregnancy, an unsatisfactory ecological situation. «Children with the limited possibilities of health require special attention from outside parents, a society and the state. One of the major problems of such children is their socialization that demands working out of a special government program in an education sphere and education of the tolerant relation of a society to these children», - is told in the edition.

As the director of institute marks, in our society such children are actually isolated from the contemporaries, and absence of a special social service frequently dooms them to pity existence in isolation from a society. «In Kyrgyzstan there is a catastrophic situation in the region of protection of children», - the member of Coordination council of a network of noncommercial organizations of KR on protection of the rights and advancement of interests of children declares, the employee of remedial centre "InterKnowledge" Elena Voronina, making comments on World day of the Convention of the United Nations celebrated by the rights of the child. Under her data, the rights of the child are broken everywhere. «Despite an interdiction to use the child labor, the number of maintained children grows. The number of for whom access to formation is closed increases that further will lead to generation illiterate, and deprived. Every year there are more and more social orphans, and also children placed in official bodies (children's homes, boarding schools). A lot of cases when children having parents get to these establishments exist. Because of a distress of such families they are compelled to give the children on the state maintenance. About pitiable position of these establishments and that violence which is made concerning children in children's homes and boarding schools, it is told and written very much already», - Elena Voronina speaks.
