Subject: Assistant chair of the “Ar Namys” party E. Aliev is detained;Statement of Public Association “Kylym Shamy”

On March 22, 2005, at 15:40 seven people, representing themselves as employees
of DIA of Bishkek city, detained Emil Aliev, assistant chair of the Ar Namy
party in the entrance of the office and forcefully took him to DIA of Bishkek.
Office of the political party Ar Namys informed about this.

18.40 As it was informed from the office of political party “Ar Namys”,
presently Emil Aliev is accused with two criminal articles: article 28
“Attempt for crime”, article 295 “Violent capture of authorities”, and article
297 “Public calls for violent change of the constitutional order”. Presently
E. Aliev and another activist of the party A. Bayalinov are being inquired. In
such way criminal cases were fabricated.

Thus, political pressure against oppositional leaders started. They are accused
of participating in peaceful meetings with demand to release F. Kulov – who is
in prison for almost five years on fabricated criminal case.

Kyrgyz authorities put the militia of Osh oblast in reverse situation

As we were informed earlier, on March 20, at 5:30 am, employees of special
services (OMON) and internal forces under the Ministry of Internal Affairs of
KR participated in storming of the oblast administration building.

Employees of the department of internal affairs, regional department of internal
affairs of Osh oblast, city department of internal affairs of Osh city did not
participate in storming.

Kyrgyz authorities again put the employees of militia in a reverse situation in
front of the public. On March 19, all who work at city department of internal
affairs of Osh city were sent home to “rest”, only at 5 am they were called
urgently to the building of oblast administration.

- When we came we saw the attitude of force staff towards people. Then we
understood why we were sent home. I as a press secretary of Department of
internal affairs of Osh oblast, tried to video tape the situation, but the
chair of the OMON (special services) prohibited me to do so – said Jenish
Ashirbaev.

After two hours of storming, OMON staff and soldiers of internal forces under
the Ministry of internal affairs of KR (according to some information special
services of Russia and neighboring countries were involved) disappeared and the
militia employees of city department of internal affairs of Osh were left in
front of the public. They brought people to hospitals and departments, stopped
autobuses and sent the detained to their villages. Today people do not know
those who participated in storming and used violence towards the peaceful
public, but they know the militia staff of Osh oblast.

At 2 am on March 21, there was an order to all militia staff to “receive
weapons”.

But press secretary of Department of internal affairs of Osh oblast Jenish
Ashirbaev, colonels of human resources unit of DIA Osh oblast Nuraly Kurmantaev
and Kaldar Kadyrov refused to receive weapons. Other militia and colonels
followed them. 90% of militia staff of Osh oblast gave away their weapons.

Statement of the press secretary of MIA KR on militia acting on the side of the
public under pressure is not true. MILITIA is acting on the side of PUBLIC
intentionally, assessing the reality and hearing the voice of the nation.

Kyrgyz authorities put the militia staff in reverse situation in front of the
public, as it was in Aksy region three years ago. Today, not only the nation
is a victim of the authorities, but our children – employees of law enforcement
bodies, soldiers are too.

Public association “Kylym shamy” is ready to protect the rights of law
enforcement bodies and trust the words of colonels, who promised to protect the
human rights.
